Issue 1

Our top priority is fair reimbursements for Medicaid resident care.

Objective

  • Cover complete cost of care at current costs
  • Reinstate capital costs into Medicaid rate
  • “Grandfather” past capital expenditures
    • Increase average quality incentives for successive fiscal years
    • Reimbursement set at median plus 7%

Issue 2

HUD and Affordable Housing Funding: Recognize and fund appropriate project costs.

Objective

  • Fund essential capital repairs and renovations in existing projects.
  • Include costs of service coordinator in project budgets.
  • Achieve fair treatment for tax-credit awards. (Urban areas currently receive priority).

Current Advocacy Activity

Activity is already in progress in some areas which will continue to be addressed. For example, Family & Youth Services leadership is taking the initiative in child care licensure and a state-wide data base. Other activities include: response to reimbursement reductions, monitoring legislative activity, identifying proposals that will affect our work as soon as they are introduced, alerting people to proposals that will touch their lives and coordinating efforts to inform and persuade decision makers to develop policies and funding streams that will address our organization's concerns responsibly. Examples include:

  • Fair and equitable reimbursement for quality care and services for elderly and youth.
  • Continuation of, and support for, affordable senior housing and supplemental programs.
  • Coordinated state and federal workforce development, including recruitment and retention, appropriate staffing levels and reimbursement.
